    Spurring Job Creation: The role of federal aid to state and local governments

    As a result of the most severe recession in 75 years, state and local governments have faced severe budget shortfalls, which will continue for many years. With limited ability to run budget deficits, governors and mayors will be forced to make adjustments that all too often will lead to a worsening of the economy. These may include cuts to vital human services, layoffs of public sector employees like teachers and first responders, and/or tax increases. These cuts and tax increases have already created an economic drag, resulting in job losses in both the public and private sectors, and are threatening to derail the emerging recovery.

    Join EPI at an engaging forum where Douglas H. Palmer, Mayor of Trenton, New Jersey, will provide the keynote address and will discuss how the recession has affected local governments and the difficult budget decisions that mayors across the country face. Mark Zandi from Moody's Economy.com, Iris Lav from the Center on Budget and Policy Priorities, and Ethan Pollack from the Economic Policy Institute will then participate in a panel discussion focusing on the magnitude of the fiscal challenges state and local governments will face in the next few years, how traditional attempts to close budget gaps will have significant economic consequences, and how federal fiscal policy can be used to ensure a robust recovery.

    Keynote Address:


    Douglas H. Palmer, a Trenton native, became the city’s first African-American mayor in 1990 and is now serving in his fifth term. Mayor Palmer is a past President of the United States Conference of Mayors.



    Panelists:

    Iris J. Lav is the Senior Advisor at the Center on Budget and Policy Priorities after many years serving as deputy director of the Center. Together with foundation partners, she created the State Fiscal Analysis Initiative, a network of nonprofit organizations that work on state budget issues and she maintains her special focus on the Center’s state-level work.

    Ethan Pollack is a Policy Analyst at the Economic Policy Institute specializing in public investment, fiscal, transportation, and budget and tax policy. Prior to joining EPI, he worked at the Office of Management and Budget and the George Washington Institute of Public Policy.

    Mark Zandi is Chief Economist and co-founder of Moody's Economy.com, where he directs the company's research and consulting activities. Mark's research interests include macroeconomic, financial, and regional economics and he is a widely trusted resource providing analysis of the economic impact of various tax and government spending policies.
